Evidence in support of this rumor comes from a Galaxy Note 10.1 hands-on video, which was posted on YouTube several days ago.
Details are scarce, and the presenter does not make any calls for the duration of the video. At the beginning of the video and then later around the 1:05 mark, however, they bring up an application called "Teléfono" (Spanish for "phone"), which seems to be a working dialer (as far as we can tell). The tablet is branded for the Mexican carrier Telcel, which is why the interface language is set to Spanish.
